Australia’s New Offshore Student Visa Prioritisation System:

What is High Priority and Standard Priority & What you need to know!

Aimed to maintain Australian International Education’s integrity, quality, and sustainability, the Australian Government has introduced a new system for processing offshore student visa applications.

New Visa Prioritisation System From 19 December 2024, Ministerial Direction 111 (MD111) will change the way offshore student visa applications are processed. This system aims to ensure a fairer distribution of student visas across different education providers and study destinations in Australia.

How Will This Affect You? This initiative ensures international students have equal access to a wide range of Australian education providers. Visa applications will be categorized into two priority levels:

Priority 1: High Priority Processing

Visa applications in this category will be fast-tracked for education providers that have not yet reached 80% of their indicative 2025 New Overseas Student Commencement (NOSC) allocation.

A student is counted as a NOSC when they:

  • Begin their first higher education or Vocational Education and Training (VET) course at their initial provider.
  • Enroll in a new higher education or VET course at a different provider.

Students will not be counted as additional NOSC if they:

  • Transfer between courses with the same provider.
  • Begin a subsequent course at the same provider immediately after completing the first one.

Priority 2: Standard Processing

Once a provider has reached 80% of its NOSC allocation, visa applications will move to the standard processing queue.

Will There Be Caps on Student Visas? No. Although a cap on student visas was proposed, it was not passed by the Australian Parliament. The Australian Government seems to remain committed to the sustainable growth of international education, ensuring Australia continues to be a world-class destination for students.

Who Does This Affect?

These changes apply only to offshore student visa applications (students currently outside Australia). If you have already applied and your visa is pending, it will now be processed under MD111’s new guidelines.

Ensure Your Visa Application Is Complete To avoid delays, submit your student visa application as early as possible and ensure all required documents are included. Incomplete applications can lead to prolonged processing times or even visa refusal.
